Public invited to weigh in on rezoning request

The potential rezoning of Subarea E of the Urbana Commons Planned Unit Development (PUD) will take center stage during Urbana City Council’s 6:15 p.m. meeting today in municipal court chambers.

Council is scheduled to hear the second reading of an ordinance seeking to rezone 11.5 acres located at the northwest corner of the East U.S. Route 36 and North Dugan Road intersection from residential/open space to office/medical campus. Urbana MOB LLC, Lewis Center, filed the rezoning request on Aug. 9 for the property in question, which sits directly east of Walmart.

Prior to the council meeting, a public meeting addressing the request to rezone Subarea E of the Urbana Commons PUD will take place at 6 p.m. in municipal court chambers.

Memorial Health, a Marysville-based independent health system, revealed its intentions in late 2015 to build a multi-million dollar medical center in Urbana. On Thursday, Melanie Ziegler, assistant vice president of marketing, public relations and philanthropy at Memorial Health, confirmed the health system has partnered with a developer – Hplex Solutions out of Lewis Center – on plans to locate the new facility on the 11.5-acre tract in the Urbana Commons PUD, pending approval of the rezoning request.

Also scheduled to undergo a second reading today is an ordinance formally adopting the official zoning text for office/medical campus uses for Subarea E of the Urbana Commons PUD.

According to Doug Crabill, city community development manager, Subarea E was never given a zoning text in the final development plan for the PUD, so city officials worked with the proposed developer to draft and finalize the zoning text, which outlines specific regulations like permitted uses, setback requirements, building height, site access, parking, etc.

In other business:

•An ordinance allowing the director of administration to dispose of the former armory at 1412 N. Main St. will under a third and final reading. If approved, the property will be put up for public bid (sealed) with the minimum bid set at $390,000.

•Administration will seek council’s approval on a $26,580 purchase order to Champaign County Telephone Sales & Services for IT support for the city’s computer network, telephone system and video/audio system.

•Council will vote on administration’s recommendation to increase a $25,000 purchase order by $10,000 for general labor and employment law support provided by Blaugrund, Herbert & Martin Inc.
