ST. PARIS – A report filed by the Ohio Department of Natural Resources (ODNR) states it is not known how a local man who drowned at Kiser Lake entered the water.
A preliminary incident report from the ODNR Division of Watercraft states Douglas J. Fiscus, 50, of St. Paris, was fishing from an anchored kayak on Kiser Lake Sunday afternoon. Around 2:10 p.m., Fiscus was heard yelling for help.
Witnesses heard his cries, but did not see him and called 911, according to the report.
ODNR along with the Johnson-St. Paris EMS and Champaign County Sheriff’s Office responded to Kiser Lake.
Fiscus’ body was located in nine feet of water at 7:15 p.m. No personal flotation device was found.
According to ODNR, Sunday’s incident was the first drowning at Kiser Lake in 10 years.
